What completion tells you
Completion records that a defined activity was finished. It can support assignment tracking and follow-up, but does not by itself establish workplace performance.
An assessment adds evidence about understanding under its specific conditions. It still may not show how someone handles the work, tools or exceptions they will encounter.
What readiness needs
Define readiness for a particular role or task. Decide which learning, assessment, observation and prior experience matter, and who is accountable for the judgement.
Illustrative example: a new starter completes training and passes a scenario, but the supervisor has not yet observed the task. The record should show completed learning and outstanding verification together.
Make the next action explicit
If observation is missing, identify the reviewer and the task to observe. If performance needs improvement, explain the gap and assign focused practice.
Do not collapse every incomplete state into a red score. Different states require different responses from learners, managers and administrators.
Report the distinction
Show learning completion, verification progress and readiness separately. Include the evidence date and any review requirement.
This lets leaders distinguish a training delay from a review bottleneck and ask a more useful question: what is preventing this person from performing the work independently?
